On September 20, the U.S. Department of Education’s (ED) Office of Inspector General (OIG) released a scathing report on the implementation of the Reading First program. The year-long OIG investigation came about as a result of complaints filed by three separate programs, they are: Dr. Cupp’s Readers and Journal Writers, Success For All, and the Reading Recovery Council of North America.
