SAN BERNARDINO - The school board granted a charter last week, approving a school that will operate alongside the city's new Operation Phoenix Center. The SOAR Charter Academy, proposed by five local public-school teachers as a small learning academy emphasizing service learning and character development, is set to open in August after being approved Tuesday by a 6-1 vote.
